Field of Application ATA Convention

Istanbul Convention and its Annexes A (Reservation: ATA Carnets shall not be used in postal traffic); B1, B2, B3 (Reservation: in respect of Article 5, paragraph 1, a Customs document and the provision of security shall be required for temporary admission of containers, pallets and packings), B5 (Reservation: in respect of Article 4, the standard procedures of temporary admission shall be carried out in connection with temporary admission of scientific equipment and pedagogic material), B6, B9, C (Reservation: in respect of Article 6, a Customs document and security may be required for temporary admission of motor vehicles for commercial use and means of transport for private use).

Other Applications : ATA Carnets are not accepted for postal traffic
ATA Carnets are accepted for transit.
ATA Carnets are not accepted for unaccompanied goods.

Replacement carnet : Yes, in accordance with Article 716a of EU Customs Code

Languages in which Carnets should be completed : Lithuanian and English. The Customs may require a translation when the
ATA Carnets are completed in any other language.

Customs Offices : Lithuanian Customs offices will process ATA Carnets during the following opening hours:

(1) 24 hours a day for Customs offices located on border crossing points
(2) From 8 a.m. till 5 p.m. for inland Customs offices
