As a member country of European Union (2004) Estonia has delegated its power in areas covered by the Convention to the European Community. The reservations made by the European Community are also in force in Estonia.

Other Applications : ATA Carnets are accepted for transit under the following conditions:
- To cover transportation, through the Customs territory of goods exported under the provisions of the ATA Convention from the country where the Carnet was issued to another country.
- To cover the transportation, from the Customs office to an inland office, of goods to be declared at the inland office for temporary admission under cover of the ATA Carnet.
- To cover the transportation from the inland Customs office to the frontier one, of goods previously declared at the inland Customs office for re-exportation under cover of the ATA Carnet.

ATA Carnets are not accepted for postal traffic.

Languages in which Carnets should be completed : Estonian or English.

Replacement of Carnet : Yes, in accordance with Article 716a of EU Customs Code

Customs Offices : Customs clearance of ATA Carnets can be conducted in all Estonian customs offices within the working hours of these offices, the respective information is available on the home page of Estonian Tax and Customs Board at the address: http://www. emta.ee (ENG-Contacts-Customer Service Places).
