How to use An ATA Carnet


Improper use of a Carnet may result in an assessment of duties, taxes and penalties. To avoid such assessments, follow the rules governing the use of a Carnet before your departure or ensure your authorized representatives, customs brokers or freight forwarders handle your shipments within these prescribed guidelines.

Form
A Green Front Cover

It must be kept intact. Page 1 includes the Official Serial Number, Validity Date, Intended Use of the Carnet, Countries in which it is intended to be used, the stamp, date and signature of an authorized signatory of the issuing authority; and signature of Holder's authorized official.

The Official Serial Number is also shown on the Continuation Sheet (if any) and each Yellow / White / Blue Form consisting of:

Counterfoils being grouped as follows
  • 2 sets of Exportation/Re-Importation Counterfoils are printed on each side of the Yellow Sheet.
  • 2 sets of Importation/Re-Exportation Counterfoils are printed on each side of the White Sheet.
  • 2 sets of Transit Counterfoils for "Entry" and "Exit" are printed on each side of the Blue Sheet.
Separate Vouchers as follows
  • 1 Exportation Voucher/General List (reverse side) in 1 Yellow Form
  • 1 Re-Importation Voucher/General List (reverse side) in 1 Yellow Form
  • 1 Importation Voucher/General List (reverse side) in 1 White Form
  • 1 Re-Exportation Voucher/General List (reverse side) in 1 White Form
  • 2 Transit Vouchers/General Lists (reverse side) in 2 Blue Forms, for "Entry" and "Exit" respectively.
Notes :
  • These Counterfoil Forms are printed on both sides of the colored paper in order to maximize the use of the Counterfoil Forms.
  • Counterfoils must not be removed from the Carnet by the Customs or Holders.

Separate Green / Yellow / White / Blue Continuation Sheets of the General List (if required) are to be attached to the General List on page 2 of the Green Front Cover and the reverse side of each Yellow, White and Blue Voucher.

At the point of Departure

A set of Yellow Exportation Counterfoil/Voucher with the identical reference no. will be used as follows: - By National Customs

Yellow Exportation Counterfoil

This portion must be completed, endorsed, verified, dated, stamped and signed by the National Customs at the exit point. But it must be retained by the ATA Carnet Holder together with the other Counterfoils within the Green Covers.

Yellow Exportation Voucher

This Voucher must also be completed, endorsed, verified, dated, stamped and signed by the National Customs. But it will be detached/retained by the National Customs at the exit point.

At the point of entry into a foreign country

A Set of White Importation Counterfoil/Voucher with the identification reference no. will be used as follows : - By Foreign Customs of a Country of Visit.

A White Importation Counterfoil

This Counterfoil must also be completed, endorsed, verified, dated, stamped and signed by the Foreign Customs at the entry point. But it will have to be retained by the ATA Carnet Holder together with the other Counterfoils within the Green Covers.

A White Importation Voucher

This Voucher must also be completed, endorsed, verified, dated, stamped and signed by the Foreign Customs. But it will be detached/retained by the Foreign Customs at the entry point.

At the point of exit from a foreign country:

A set of White Re-Exportation Counterfoil/Voucher with the identical reference no. will be used as follows : - By Foreign Customs of a Country of Visit.

White Re-Exportation Counterfoil

This Counterfoil must also be completed, endorsed, verified, dated, stamped and signed by the Foreign Customs at the point of departure. But it will have to be retained by the Holder together with the other Counterfoils within the Green Covers.

White Re-Exportation Voucher

This Voucher must also be completed, endorsed, verified, dated, stamped and signed by the Foreign Customs. But it will be detached/retained by the Foreign Customs at the point of departure.

At the point of entry/exit of a Country of Transit

A set of Blue Transit (Entry) as well as a set of Blue Transit (Exit) Counterfoil/Voucher with the identical reference no. will be used as follows:

By Foreign Customs of a Country of Transit
Transit Counterfoils

These 2 Counterfoils must be completed, endorsed, verified, dated, stamped and signed by the Foreign Customs at the entry point and at the point of exit. But like all other Counterfoils they must be retained by the Holder.

Transit Vouchers

These 2 Vouchers must also be completed, endorsed, verified, dated, stamped and signed by the Foreign Customs at the point of entry and exit. But like all other Vouchers, they must be detached/retained by the Foreign Customs.

At the point of re-entry

A set of Yellow Re-Importation Counterfoil/Voucher with the identical reference no. will be used as follows: - By the National Customs

Re-Importation Counterfoil

This Counterfoil must be completed, endorsed, verified, dated, stamped and signed by the National Customs at the re-entry point. But it must be retained by the Holder together with all the other Counterfoils within the Green Covers.

Re-Importation Voucher

This Voucher must also be completed, endorsed, verified, dated, stamped and signed by the National Customs. But it will be detached/retained by the National Customs at the re-entry point.

A Green Back Cover

This forms the back cover of the ATA Carnet. Holders are reminded to read the Notes On The Use Of The ATA Carnet printed on this inside cover.

The Carnet is Neither Complete Nor Valid Without This Back Cover.

The Carnet must be returned to the issuing authority, in due form, immediately after use.

Notes :
  • All the Counterfoils and Vouchers must be duly and correctly completed, verified, endorsed, signed, dated and stamped by the Customs Authorities.
  • As such, they must not be completed by the Holders/Their Representatives under any circumstances.
  • But Counterfoils must all be retained by the ATA Carnet Holder within the Green Covers.
  • All the Vouchers must be detached/retained by the Customs Authorities as indicated above.
  • Blue Transit Counterfoils/Vouchers must be used whenever the goods covered by an ATA Carnet are to transit a country before their final point of temporary importation.
  • The Carnet shall indicate the intended use of the goods and the country(ies) in which the Carnet is valid based on the country(ies)/usage as declared in the Green Front Cover.
